2005 Tax Rate Information

The Town of Exeter received its annual property tax rate on November 2, 2005. The tax rate is set by the New Hampshire Department of Revenue Administration.The new tax rate will be used to calculate the second half 2005 tax bills. The 2005 second half tax bills are due December 12, 2005.The breakdown of the rate is as follows: Town: $4.91, County: $.90, Local School: $10.91, State School: $2.49 for a total rate of $19.21 per $1,000 of assessed valuation.The total property tax commitment for the Town of Exeter for FY05 is $30,042,221. Of this amount, $7,792,327 is the Town share, $17,309.066 is the Local School share, $3,899,643 is the State Education Tax, and $1,425,185 represents the Town's share of the County budget assessment. The Town recently completed its 2005 assessment update process. The Town's 2004 valuation was 1,450,155,274. The Town's total valuation for 2005 is 1,586,473,374.

The 2005 Equalization Rate is: 95.5%.

Tax bills mailed twice yearly
The first half bills are in the mail by the end of May and are due the first week of July. The second half bills are usually in the mail by the end of October and are due the first week in December. Note: 2005 second half tax bills were not mailed until November 11, 2005, and are not due till December 12, 2005.

Property exemptions and Veteran's tax credit forms are available at the Assessing Office Monday thru Friday, 8:00AM-4:30PM. Deadlines for these programs are April 15 of each tax year. For questions call the Assessing Office at 778-0591.

How to find a property value using the online map tool.

Start: Click here to open a new window with the town of Exeter's GIS Maps Online.

1) On the upper left side of the map window click the General tab.

2) Search for property by address or by owner name.

2a) To search by address,  enter a street address in the Find By Address field and click GOo

2b) To search by owner name, enter last name  in the Find By Onwer;'s Last Name field and click Go.

3) The map will highlight properties it found that match your search criteria.

4) If necessary, select the zoom tool to enlarge the property you wish to view.

5) With the property zoomed to a legible view, click the Info tab at the bottom of the control panel on the left of the screen. The top of the control panel should then display the property parclel number, owner name and address.

6) Click the parcel number in the field at the top of the control panbel to display detailed assessing information including property value.

2006 Tax Bills
Exeter property owners' first 2006 tax bill is due on July 5, 2006.  Interest at 12% per annum will be charged after July 5, 2006.  For questions regarding your bill, call the Assessing Office at 778-0591.

Frequently Asked Questions of the Assessing Office

What is the assessment process for?
The assessment process is not utilized to raise or lower taxes paid by individuals. It is used to be sure that all owners of similar classes of properties are sharing the tax burden equitably. The assessment value of your property does not raise or lower the tax bill on your property, that is a result of budgetary requirements.

Why do assessments change from year to year?
In accordance with RSA 75: 8, Exeter implemented a program of assessment updates as the real estate market changes. This recent value change is a reflection of sale price values rising or falling.

Does this program constitute a full revaluation?
No. A private appraisal company conducted the last full revaluation in 1997. Since then, the Town has instituted a program of cycled inspections and adjustments to the assessments to keep current with market conditions.

When will we have a full revaluation?
Ideally, never. If we proceed along the update process, there will be no need for a complete revaluation by an outside company. Currently, this type of outside revaluation would cost hundreds of thousands of dollars for Exeter. While costs are not as important as equitable assessments, the Town will not need a revaluation if we continually keep assessments current with our existing resources.

How can assessments change when nothing physical has happened to my property?
Market values of local real estate have increased dramatically for all properties in Town over the past several years. Even if nothing physical has happened to your property, it is worth more today than three years ago due to the rising demand for properties in Exeter, which is occuring for a  for a multitude of reasons.

How can you reassess my property without inspecting it?
The Town has hired outside help to inspect the interior and exterior of all taxable property. This field inspection process is on a three-year cycle where one third of Exeter is inspected each summer. Data is collected and corrections are made and revalued on the assessment record.

What is the basis for the changed assessment?
Real estate sales. Specifically, open-market sales. This past year there were over 400 open-market sales of properties in Exeter. Studies of these market sales, along with their respective assessments, provided the basis for the changes in assessed value this year.

So, if I purchased my property recently, the assessment should be the sales price?
Not necessarily. The new assessments reflect the probable selling price based upon the sales of all similar properties in Town. Individually, this means that a person may have paid more or less than what was typical for that type of property.

Are elderly exemptions – credits and current use assessments reflected in the new assessments?
Elderly exemptions are not reflected in the assessments. If you currently receive exemptions or credits, you will continue to do so with no further action on your part. Current use assessments are shown in the new assessments.

What if I disagree with the updated assessment?
If you believe a new assessment overstates the value of your property, you may file for abatement at the Assessor’s Office after you receive your fall tax bill. The owner must prove to the Town with facts and figures that their property is over-valued.
